Negative Declaration

Broome County - The Binghamton University, as lead agency, has determined that the proposed Binghamton University Engineering and Science Building will not have a significant adverse environmental impact. The action involves the construction of a 120,000 square foot, two story building with a full basement and to add aesthetically pleasing landscape consistent with the existing area. The intent of the proposed action is to expand the science and engineering research and development activities at the University. The project will adjoin the existing Biotechnology Building at the Innovative Technologies Complex on the Binghamton University main campus. The project is located at Binghamton University, State University of New York at 85 Murray Hill Road in Vestal, New York.

Cortland County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Cortland 7, Donahue Woods State Forest, Stands A-7.2 and A-25.2, Site Preparation will not have a significant adverse environmental impact. The action involves an herbicide application to reduce the number of American beech, striped maple, and hophornbeam saplings in the forest understory to create favorable growing conditions for desired northern hardwood tree species. The action is to take place on 26 acres, presently occupied by a mature stand of black cherry, white ash, sugar maple, and red maple trees. The application method used will be by backpack sprayer. The herbicide applicator will be required to follow all of the requirements on the product label, including the use of protective equipment, target vegetation, rate of application and allowable limits on weather conditions, thus minimizing risk to both the applicant and the environment. The project is located on the 1,162 acre Donahue Woods State Forest (Cortland Reforestation No. 7), Towns of Truxton and Solon, approximately 4.5 miles northeast of the Village of McGraw, New York .
