Project Description: The action involves a greater than 25% expansion of an existing 7.6 acre sand and gravel extraction operated by the Town of Saranac. This extraction will be expanded to an overall Life of Mine size of 19.5 acres. Projected annual production is to range from 14,000 cubic yards to 18,000 cubic yards of sand. Up to 90 tandem dump truck loads are to depart the site on a daily basis. Extraction and related operations are to occur between 6:00 a.m. to 2:00 p.m., Monday through Friday on an annual basis from September through November.

Project Description: The action involves a variance request for the construction of a handicap accessible 8 foot x 48 foot (384 ± square foot) scenic overlook and fishing access platform on concrete piers within the 50 foot shoreline structure setback of Lake Algonquin. The scenic overlook and fishing access platform will contain variable height railing and will be ADA (Americans with Disabilities Act) compliant. Also proposed are a picnic area, drainage, signage, landscaping, crosswalk, and parking area improvements.
Positive Declaration
Clinton County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the Graymount - Clinton Quarry proposed vertical expansion may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The applicant proposes to increase the vertical depth of excavation at the permitted, 27 acre sandstone quarry and seeks approval to mine below the mean high water table. The current permit authorizes mining to a depth of 25 to 30 feet below ground surface, which maintains the pit floor at least 5 feet above the water table. The proposed action is to excavate 20 to 25 feet deeper, with the final pit floor being approximately 50 feet below ground surface. Mining operations will continue to involve blasting. The proposal to mine below the mean high water table also includes de-watering. A pond would be established as final reclamation. The project is located on the west side of Lost Nation Road and north of Merchia Road in the Town of Clinton, New York.
