Project Description:

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:

The Department (DEC) has prepared a Draft Permit and made a tentative determination to renew the existing Part 373 Permit for Vanchlor Company, Incorporated to monitor, maintain and inspect a 2.5 acre disposal facility (landfill) located between Eighteen Mile Creek and Mill Street (west of Transit Road) in the City of Lockport. From 1957 to 1982, VanDeMark Chemical Company, Incorporated disposed of chemical waste by-products (resultant from its silicon tetrachloride production) in the landfill. The hazardous waste landfill was closed in 1988 in accordance with its DEC approved closure plan. The closure included installation of a cover system designed to minimize erosion and improve the appearance of the area. The Draft Permit also requires the applicant to provide adequate financial assurance for monitoring, maintaining and inspecting the landfill during the remainder of the post-closure period. In addition, property deed and access restriction will continue to be imposed. These actions constitute the proposed final corrective action remedy. A fact sheet providing additional information on the facility, and a copy of the Draft Part 373 permit is available at the Lockport Public Library, 23 East Avenue, Lockport, New York; in addition to being available at the address of the contact person listed below.
