Project Description:

The applicant proposes a .6 ac. treatment of two locations on the 3 ac. pond on the Hillside Children's Center property, east of Parkmeadow Drive. The aquatic herbicide Navigate, a butoxyethyl ester of 2-4-Dichlorophenoxyacetic acid, will be applied at 27.6% concentration using a boat and power spreader at a rate of 100 lbs/acre. The application will be by granular broadcast with a maximum amount of herbicide allowed of 120 lbs. The treatment is intended to control Eurasian water milfoil, an invasive, non-native aquatic plant species. The project site is SW of the Tinker Nature Park, within NYS regulated wetland HR-4.

Project Description:

The Department of Environmental Conservation (DEC) has received an application to renew State Pollutant Discharge Elimination System (SPDES) # NY 016 2507, for the Gilbert Property in Ontario County. This is a pre-existing Private/Commercial/Institutional SPDES permit. DEC has made a tentative determination to renew this permit and set a standard five year term maintaining current effluent limitations and monitoring and reporting requirements. This permit involves the surface discharge of up to 450 gallons per day of treated sanitary waste into a tributary of Canandaigua Lake, a class C stream. Additional information including the current permit, renewal applications, and supporting documentation may be obtained from or inspected at the DEC central office in Albany. Substantive comments on the permit or requests for hearing or both must be submitted in writing to the contact person. DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.

Project Description:

Baldwin Richardson Foods proposes to begin production of a new food production and distribution center to process fruit toppings and pie fillings at the former Seneca Foods vegetable processing plant in East Williamson and has requested to modify the existing SPDES permit. The applicant proposes to modify the treatment lagoon by adding aeration and a separation berm; downsize the flow into the system from 628,000 gpd to 100,000 gpd of raw water; treat up to 40,000 gpd of pretreated effluent from their Macedon facility; and continue to use the aerated lagoons at the Williamson facility (2 miles away) for backup storage and discharge. The applicant proposes to discharge up to a maximum of 0.428 million gpd of treated wastewater effluent to spray irrigation fields (groundwater), to discharge treated process wastewater to Trib. 3 of Salmon Creek, and to discharge stormwater to Trib 1 of Mink Creek. The draft SPDES permit includes a new water treatment chemical page, eliminates pounds per year limits for Total Suspended Solids (TSS) and CBOD5 due to the lack of applicable categorical standards; and increases monitoring because the facility is starting new production. The Department has made a tentative determination to issue a modified SPDES permit as the activity is considered to satisfy regulatory standards for permit issuance. The Department seeks comments prior to making a final decision. The file is available for review and comment at the NYSDEC Avon Regional Office.
