Project Description:

The applicant proposes to expand the mining operation by adding 1.3 acres to the current surface sand and gravel mine. The mine is located approximately one mile southwest of the village of Thendara. The project site is on the applicants property south of NYS Route 28 and north of the Middle Branch of the Moose River and of the Adirondack Centennial Railroad. The mine is intended to operate as a traditional surface extraction of sand and gravel and the Colton association which are deep, excessively drained, coarse textured soils are very rapidly permeable. Mining is not proposed for below the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations. Mining is proposed to remove approximately 10,000 tons-per-year of aggregate sand and gravel. Material will be stockpiled as unprocessed "run-of-bank", or processed with portable screens and crushers. Maximum processing rates for the screen and crushing operations will not exceed 150 tons-per-hour (TPH). Final reclamation will restore the site to a 34.12 acre meadow/grassland and storage area for the adjacent Heroux Sawmill. Reclamation will include the replacement of stockpiled topsoil, and re-seeding with an approved USDA SCS seed mixture. The reviewed life-of-mine area is 1.3 acres of the 34.12 (LOM) acres.

Project Description:

The applicant proposes to place heavy stone fill on approximately 125' of failing streambank along the Grasse River, directly adjacent to Ruddy Road. The site is located approximately 3.5 miles south of the hamlet of Chase Mills. A silt curtain will be placed parallel with the work area to control turbidity.

Project Description:

This Department has received a request for a permit to operate air pollution sources and has drafted pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law and Title V of the Clean Air Act Amendments, an Air Title V Permit, for the facility located at Fort Drum US Military Installation, Town of Leray, Jefferson County, New York. This facility is engaged in national security operations. The Standard Industrial Classification representative of this facility is 9711, National Security.

This permit allows for the operation of 2 surface coating operations for the coating of vehicles, vehicle parts, and aerospace components (Emission Units U-2050P & U-4530P) and 4 gasoline dispensing stations (Emission Units U-11005, U-1490G, U-2140G, & U-4230G). Additionally the facility operates numerous exempt and trivial emission sources.

The facility has potential emissions of Volatile Organic Compounds (VOC), Nitrogen Oxides (NOx), Sulfur Dioxide (SO2), and Carbon Monoxide (CO) above the major source thresholds.

The facility has a restriction on the amount of Hazardous Air Pollutants (HAP) that it can emit during any consecutive 12 month period (24 tons). This limit was placed on the facility in order to remain a minor source of HAP and avoid the requirements of 40 CFR 63 Subpart GG, Aerospace Manufacturing and Rework Facilities, 40 CFR 63 Subpart GGGGG, Site Remediation, and 40 CFR 63 Subpart ZZZZ, Reciprocating Internal Combustion Engines. The surface coating operations (Emission Units U-2050P & U-4530P) are subject to the VOC RACT (Reasonably Available Control Technology) requirements of 6 NYCRR Part 228, Surface Coating Processes. The gasoline dispensing stations (Emission Units U-11005, U-1490G, U-2140G, & U-4230G) are subject to the VOC RACT requirements of 6 NYCRR Part 230, Gasoline Dispensing Sites and Transport Vehicles.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.
