Project Description:

The applicant proposes rehabilitation of the 330' long by 18' high Goodnow Flow Outlet Dam involving expansion of the spillway from a length of 26.25' to 32.0', an increase in height of the spillway by approximately one inch to 188.8', separation of the spillway into three overflow sections with one fixed and two movable weir sections, and installation of a low level 4'6" square outlet drain. In addition to the spillway changes, the downstream embankment of the dam will be flattened to a slope of 1 vertical to 2.5 horizontal and include new internal drainage features. The dam is located on the Goodnow River, on Goodnow Flow Road approximately one mile south of NY Rt. 28 N in the Hamlet of Newcomb.

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Aug 21, 2008.

Project Description:

The applicant requests modification of an existing mining permit which currently authorizes extraction of sand and gravel and onsite processing within a 4.9 acre area. The request is to expand the authorized life of mine area to 19.0 acres. The site, located off Cook Road in the Town of Burke, is part of a 90 acre parcel owned by Romeo Thibeault. Operations will continue to include onsite crushing and screening. The site will undergo concurrent reclamation as areas are mined. Upon completion of mining, the entire site will be reclaimed to grass vegetation. The anticipated Life of Mine, including final reclamation phase, is anticipated to be 10 years.
