Project Description:

The applicant proposes to mine sand and gravel from a 10.0 acre Life of Mine Area on a 138.0 acre parcel of land owned by the applicant. It is anticipated that during the initial permit term, 5 acres would be affected in order to provide materials needed for construction projects. Onsite screening, crushing and shredding of material is proposed. Truck traffic will enter the property on the north and exit to NY Rt. 30 along the south side of the pit. The reclamation objective is to return the land suitable for agricultural production. The proposed mine is west of NY Rt 30 approximately 1,200 feet north of the intersection of NY Rt 30 and the Valley Road.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Aug 29, 2008.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue an Air State Facility permit to Townsend leather that will replace the existing air facility registration. Townsend Leather is installing a new product spray line that will increase emissions caps below Title V thresholds for VOC, total and individual HAP's.
