Project Description:

This proposal involves the expansion of an existing wetland pond (expanded to 420' X 250' from current dimensions of 125' x 75') for the development of a for fee fishing pond. The excavation will generate approximately 25,000 cubic yards of fill, which will be spread onsite, outside of the 100' adjacent area, and stabilized. The proposed disturbance to the wetland is approximately 62,000 sq. ft. The pond will be constructed with shallow benches along the western shoreline to allow for the emergence of wetland vegetation.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a State Facility Permit modification to Callanan Industries East Kingston Quarry located in Kingston, New York.
Callanan Industries East Kingston Quarry consists of an existing 350 ton per hour drum hot mix asphalt plant (U-DRUM1), a proposed portable batch asphalt with a rated capacity of 360 tons per hour (U-BCH01), a fixed stone and aggregate processing facility plant with a nominal capacity of 700 tons per hour (U-AG001), and a portable stone and aggregate processing operation (U-AG002) with a nominal capacity of 500 tons per hour. The facility will produce asphalt and aggregate products. The East Kingston Quarry will operate a proposed ready mix concrete batch plant that is exempt from permitting in accordance with 6 NYCRR Subpart 201 3.2(c)(37). Emissions from this concrete plant shall be controlled by a baghouse.
Permit modification to account for the addition of a batch asphalt plant, and changes to the aggregate processing plant. This includes addition / replacement / removal of various plant components (i.e. crusher, screens, conveyors) and addition of electric generators. Facility wide emissions limited under existing 6NYCRR Part 201-7 conditions must account for the re configured aggregate processing source as well as additional electric generating units. The facility also plans to operate an exempt concrete batch plant.
By acceptance of this permit, the perittee agrees that the permit is contingent upon strict compliance with the ECL, all applicable regulations, the General Conditions specified and any Special Conditions included as part of this permit.

Project Description:

The Department has prepared a Draft Permit and has made a tentative determination to issue a State Facility Permit modification to Scarborough Manor, Ossining, Westchester County, to change the usage of the power plant generators from main power generating units to emergency units. Scarborough Manor, after extensive engineering feasibility and economic evaluations, decided to connect to the electric utility and purchase its electricity needs from Con Edison. The facility is currently receiving electrical power from Con Edison. Three of the existing generators are used for back up power and the fourth is mechanically disconnected. The generators will be considered exempt sources as they will be operated for under 500 hours per year each, for maintenance and emergency purposes only. The facility is also using two 14.7 mmBTU/hr boilers which operate on No.2 Oil. This modification addresses the change of use of the generators from power generating sources to emergency generators. To this effect, the 47,500 lbs/year NOx cap is placed over the emissions generated by both units (i.e. the emergency engines and the boilers). This is the reason that the boilers are referenced and included in this modification even though no change will take place in their operation. The facility shall maintain records pertaining to all permit requirements. Applicable regulations include at a minimum 6 NYCRR Parts 201-7, 201-5. By acceptance of this permit, the permittee agrees that the permit is contingent upon strict compliance with the ECL, all applicable regulations, the General Conditions specified and any Special Conditions included as part of this permit.
