Project Description:
The Department has made a tentative determination to approve a modification of an existing SPDES permit for discharge of treated wastewater into the East River (Class I) from treatment systems at the facility located at 506 East 75th Street, New York, NY 10019 where the applicant operates a Steam Plant. The modifications include a change in the pH monitoring requirement from grab samples to continuous monitoring, the inclusion of an additional monitoring location (Outfall 002) at the South Tunnel, the addition of a neutralization system on package boiler blowdown discharges to Outfall 01A, replacement (in-kind) of oil/water separator at Outfall 01C, and the permittee shall conduct one year of monthly PCB sampling.

State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination:
Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than Aug 29, 2008.
