Project Description:

The Department of Environmental Conservation (DEC) has received an application to renew State Pollutant Discharge Elimination System (SPDES) # NY 020 6873, for Massena Country Club in St Lawrence County. This is a pre-existing Private/Commercial/Institutional SPDES permit. DEC has made a tentative determination to renew this permit and set a standard five year term maintaining current effluent limitations and monitoring and reporting requirements. This permit involves the surface discharge of up to 12,500 gallons per day of treated sanitary waste into the St Lawrence River, a class A water. Additional information including the current permit, renewal applications, and supporting documentation may be obtained from or inspected at the DEC central office in Albany. Substantive comments on the permit or requests for hearing or both must be submitted in writing to the contact person. DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.

State Environmental Quality Review (SEQR) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Department has received a request to modify an existing permit and has drafted pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, for the Hanson ? Ogdensburg facility located at 701 Cedar Street, PO Box 250 Ogdensburg New York 13669. This facility is a surface consolidated mine with the processing (blasting, hauling, crushing, screening and conveying) of limestone and dolomite for use as construction aggregate. This facility also produces hot mix asphaltic concrete. The Standard Industrial Classification representative of this facility is 2951, Paving Mixtures and Blocks.
Hanson operates 5 ton H&B batch plant with a fabric filter (baghouse) and a dry cyclone for control. This permit allows for the production of 5,256,000 ton per year from each portable plant#1 and plant#2 and set of two generators operating each at 8760 hours per year.
The facility has accepted a limit on the quantity of asphaltic concrete that it can produce during any consecutive 12 month period. Additionally the facility has accepted a limit on the number of hours that the Caterpillar diesel generator can operate during any consecutive 12 month period. By accepting these limitations the facility emissions for Carbon Monoxide (CO), Sulfur Dioxide (SO2), Particulate Matter less than 10 microns (PM-10), Oxides of Nitrogen (NOx), Volatile Organic Compounds (VOC), and Hazardous Air Pollutants (HAP) will be less than their respective major source thresholds. The facility must meet the sulfur in fuel oil limits of 6 NYCRR Part 225-1, the opacity and particulate emission limits of 6 NYCRR Part 212, and the New Source Performance Standards for Hot Mix Asphalt Facilities of 40 CFR 60 Subpart I, in addition to the operating limits mentioned above.
The draft permit with conditions is available for review in the Region 6 NYS DEC office in Watertown, New York.
