Project Description:

The Department has made a tentative determination to approve this application for modification of an existing SPDES permit for a discharge of up to 3.59 million gallons per day of treated groundwater into Alley Creek (Class I) from treatment systems consisting of settling tanks at the site in Alley Pond Park where the applicant is constructing a Combined Sewage Overflow storage tank, an outfall and upgrading a pump station. The modification involves the addition of a 5th discharge location (via Outfall TI-007) to facilitate the upgrade of the Old Douglaston Pumping Station.

A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.

Project Description:

The Department is proposing to modify the SPDES permit for the Arthur Kill Generating Station (AKGS). AKGS is an 810 megawatt oil and gas fired facility located on the east bank of the Arthur Kill on Staten Island. The primary purpose of the modification is to include in the SPDES permit the Department?s selection of the Best Technology Available (BTA) to minimize the impacts of impingement and entrainment on aquatic organisms. Based on information submitted by the facility the Department has determined that by the end of the permit term the facility must install Ristroph modified dual flow intake screens and a dedicated fish return system in order to meet the requirements contained within 316 (b) of the Clean Water Act and 6 NYCRR Part 704.5. The facility will be required to conduct verification monitoring data upon installation of these measures and thereafter must meet the performance standards of 70 percent reduction in entrainment from the full-flow calculation baseline and 80 percent reduction in impingement from the full flow calculation baseline.
