The Department of Environmental Conservation (DEC) has received an application to renew State Pollutant Discharge Elimination System (SPDES) # NY 0155772, for Quality Inn Mobile Home Park in Broome County. This is a pre-existing Private/Commercial/Institutional SPDES permit. DEC has made a tentative determination to renew this permit and set a standard five year term maintaining current effluent limitations and monitoring and reporting requirements. This permit involves the surface discharge of up to 4,000 gallons per day of treated sanitary waste into an unnamed tributary of Park Creek, a class D water. Additional information including the current permit, renewal applications, and supporting documentation may be obtained from or inspected at the DEC central office in Albany. Substantive comments on the permit or requests for hearing or both must be submitted in writing to the contact person. DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.

Project Description:
The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law and made a tentative determination to issue a new Air State Facility Permit for WM Renewable Energy LLC's Landfill Gas to Energy Facility located at the Madison County Landfill on Buyea in the Town of Lincoln. The purpose of the permit is to permit the operation of one (1) engine generator at the landfill gas recovery facility. The engine/generator burns treated landfill gas to produce electricity for sale.
The draft permit includes a facility-wide federally enforceable emissions cap to keep total facility emissions of carbon monoxide below the major source threshold for carbon monoxide of 100 tons per year. Carbon monoxide emissions and facility operating parameters are required to be determined on a monthly basis and reported to the Department in the facility's annual capping certification report.
