Negative Declaration

Broome County - The Kirkwood Town Board, as lead agency, has determined that the proposed Zoning Ordinance Map Amendment to add Construction Equipment District and provisions relating thereto will not have a significant adverse environmental impact. The action involves the various revisions to Town of Kirkwood Zoning Ordinance regarding an overlay to the Business-2 District. The project is located town wide in the Business -2 Districts of the Town of Kirkwood, New York.

Chenango County - The County of Chenango, as lead agency, has determined that the proposed West Park Place Office Renovation Project will not have a significant adverse environmental impact. The action involves the renovation of the former Chenango County Sheriff's offices substandard office space to provide suitable office space for county employees. The project will substaintially upgrade the mechanical, electrical and plumbing systems to contemproary standards. The project will preserve the historic appearance of the building facing the historic area of the city which includes window replacements, roofing and column replacements. The former jail cell addition will be demolished to allow for a handicap accessible entry, a fire escape stair and space for indoor courtyard space. The project is located at the northeast corner of the intersection of West Park Place and Court Street in the City of Norwich, New York.

Onondaga County - The Onondaga County Industrial Development Agency, as lead agency, has determined that the proposed Destiny USA Research and Developmnent Park, LLC - Serious Materials Project will not have a significant adverse environmental impact. The action involves the construction of an approximately 240,000 square feet of drywall manfacturing facility and related improvements, as well as the granting of financial assistance in the form of exemptions from real property tax, mortgage recording tax, sales and use taxation and the issuance by the IDA of tax exempt bonds. The project is located at Sixty Road in Lysander, New York.

Onondaga County - The Town of Camillus Planning Board, as lead agency, has determined that the proposed Township 5 will not have a significant adverse environmental impact. The action involves the development of a lifestyle center to include retail, office, hotel, movie theatre, fitness center and apartments consistent with Town Zoning requirements with the application and associated infrastructure facilities. The project is located on Hinsdale Road, Warners Road, Bennett Road and NYS Route 5 in the Town of Camillus, New York.

Tioga County - The Town of Nichols, as lead agency, has determined that the proposed Tioga County Inter-Municipal Sewer Collaboration Study will not have a significant adverse environmental impact. The action involves the Town and Village of Nichols and the Town and Village of Owego conducting a study that will evaluate the conditions in each respective wastewater treatment plant (WWTP) such as age, capacity, service area, compliance with environmental regulations, chronic deficiences (i.e. inflow and infiltration) and various plant strengths. The intent of the study is to identify opportunities for efficiences and cost savings realized through shared services and/or consolidation of services. Anticipated outcomes of the study may range from group purchasing, to shared operators, to coverage in unserved areas or a shared compost facility. The project is located in the Town and Village of Nichols and the Town and Village of Owego, New York.

Positive Declaration

Madison County - The City of Oneida Common Council, as lead agency, has determined that the proposed Amendments to the City of Oneida Zoning Ordinance may have a significant adverse impact on the environment and a Draft Generic Environmental Impact Statement must be prepared. The action addresses corrections and clarifications to the current language, expanded uses in the Neighborhood Commercial and Downtown Commercial districts, and the allowance of home businesses in R-1 and R-2 residential districts. The action is located wholly within the City of Oneida, Madison County.

Notice of Acceptance of Draft EIS and Public Hearing

Ontario County - The Town of Canandaigua Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Residences at West Lake Marine Club. A public hearing on the Draft EIS will be held on July 21, 2008 at 6:30 p.m. at the Canandaigua Town Hall, 5440 Route 5 and 20 West, Canandaigua, NY 14424. Written comments on the Draft EIS will be accepted until August 8, 2008. The action consists of two parts: (i) the "Residences," a residential development with 70 upscale single family homes; and (ii) the "West Lake Marine Club," a complex of 125 boat docks and moorings, boat launching and refueling facilities, pump house, private clubhouse and accessory parking for the private water oriented social and recreational use of the members and their guests. The West Lake Marine Club will replace the existing 103 boat space German Brothers commercial marina. The project is located on approximately 75.6 acres of land located at 3950-3952 and 3907 West Lake Road (County Road 16) in the Town of Canandaigua, New York.
