Public Notice
The Counties of Warren and Washington Industrial Development Agency (the Agency) will issue a Request for Proposals (RFP) for the Purchase and Hauling of Scrap Ferrous Metal from post-combustion ash from the Agency's Resource Recovery Facility in Hudson Falls, NY. In accordance with Section 120-w of the New York State General Municipal Law (GML), the Agency will accept comments on the Draft RFP for a minimum period of sixty (60) days.
All persons wishing to comment on the Draft RFP may obtain a copy from the clerk of the Agency at the address set forth below, and may submit comments in writing by mail, e-mail or facsimile. After a ten (10) days review of the comments, the Agency intends to issue the final Request for Proposals.

Project Title: Independent Towers, LLC Lewis Site

Project Description: The project is a subdivision into sites involving the lease of a 140 foot x 180 foot parcel to Independent Towers, LLC and the construction of a new 100 foot tall telecommunications tower on the leased parcel. The tower will have a 12 panel antenna array (i.e. four 8 feet panels on each of three sides of the array) centered at 96 feet on the tower and a 5 foot high lightning rod attached to the top of the tower. The overall height of the proposed tower with the lightning rod will be 105 feet. The applicant also proposes a 10 foot x 12 foot equipment shelter on a concrete pad near the base of the tower, a bridge to protect the cables connecting the tower to the equipment building and a chain link fence around a 45 foot x 65 foot compound. The project also involves the potential for up to three additional cellular carriers on the tower with equipment shelters in the fenced compound. The site is located on the west side of NYS Route 9 in the Town of Lewis, Essex County. Access to the tower location will be by easement over an existing logging road. Some improvements to the road are proposed. Utilities will be extended to the site underground.
