Project Description:

The applicant proposes to mine gravel and sand from a 12 acre surface mine to be located on a 20 acre parcel east of County Route 26 and south of Van Allen Road in the Town of Belfast, Allegany County, New York. The entrance is the mining site is located approximately 1400 feet south of the intersection of Route 16 and Van Allen Road. The life of mine is expected to be about 20 years with reclamation to agriculture.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

American Recyclers Co., Inc. has applied for modification of the Part 360 (Solid Waste Management Facility) Permit for the existing commercial/residential recycling facility located at 177 Wales Avenue in the City of Tonawanda. The applicant proposes to increase their currently permitted waste acceptance rate by 49% from 12 tons per day to 17. 8 tons per day.
