Project Description:

The project involves the development of a 13-lot residential subdivision on an approximately 44.5 acre property located on the north side of County Route 6 in the Town of Clermont. Access to the residential lots will be via a new road connected to County Route 6. The residential lots will be serviced by individual wells and septic systems.
The proposed project will impact approximately 0.017 acre of Freshwater Wetland CL-14 resulting from the construction of a driveway to access two of the residential lots. The driveway will also result in impacts to approximately 0.177 acre of the adjacent area of Freshwater Wetland CL-14. All wetlands and wetland adjacent area that are not impacted by the proposed project will be deed restricted.

Project Description:

The applicant proposes to construct and operate a small hydro-electric generator within Crum Creek, on property owned by the applicant at 146 Crum Creek Road, to provide electric power to the residence. The intake structure will be approximately 4 feet by 4 feet, situated at the edge of the creek, and will divert water through a 475 feet long 14 inch plastic pipe (penstock), placed on the upland rock ledge, and into the powerhouse unit where the waters will flow through the turbine and then returned to the stream. The powerhouse will contain a 15 kilowatt turbine which will operate at flows between 0.1 and 2.0 cfs. and controls which will be programmable such that 33% of the total flow entering the intake will be diverted to the bypass structure allowing fish to safely avoid entering the penstock and turbine. The project will require a small amount of cut into the rock ledge at the edge of the creek to install the intake and outfall structures. Entrance to the property is off of Crum Creek Road (State Highway 331) approximately 300 feet south of the Montgomery and Fulton County border.

The applicant proposes to demolish an existing structure and construct a Dunkin Donuts store on the 0.85 +/- acre parcel. The proposed project will include a new 1,840 square foot building, parking and driveway, and stormwater management facility/pond. The project will result in construction within the 100 foot adjacent area of State wetland S-115, resulting in 0.07 acres of disturbance to the wetland adjacent area. This area of impact is already pre-disturbed by the existing building to be demolished and will be replaced by the stormwater pond. The project site is located at 135 West Campbell Road, approximately 1/10 of a mile south of the I890 exit 2 ramp.
