Project Description:
The Department has received an Air State Facility application from ATD Coatings Inc, for coating operations on metal and plastic parts, including spray booths and a drying oven. As part of the application, ATD Coatings has proposed to limit coating use sufficiently to restrict facility emissions of hazardous air pollutants (HAP) to less than 10 tons per year for any individual HAP, and less than 25 tons per year for all HAP substances combined, applicability thresholds of 6NYCRR Part 201-6 (Title V) for a Major Stationary Source, and volatile organic compounds (VOC) to below 10 tons per year, the applicability threshold of 6NYCRR Part 228 Surface Coating Processes.
In response, the Department has generated a Draft Permit limiting potential HAP and VOC emissions during any 12 month period to less than 10 tons of any HAP compound, less than 25 tons of total HAP, and less than 10 tons of VOC. With these limits, Title V and Part 228 regulations will not apply to the facility.
To verify compliance, ATD Coatings must maintain a log of individual HAP compound, total HAP, and VOC input to its coating operations based on coatings used, and calculate rolling 12 month emission totals. All records must be kept on site for a minimum of five years, and must be made available with all supporting data to Department inspectors upon request.

Availability of Application Documents:
Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.
State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination:
Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than Jul 21, 2008.
