Project Description:

This department has received a request to modify an existing permit and has drafted an Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, at the facility located at Brownville Specialty Paper Products, Inc.(BSPP); Bridge Street; Brownville; New York 13615. BSPP manufactures a wide range of specialty paper products. All of the paper is FDA approved and is used to service four main marketing categories, which includes office products, graphic arts, specialty packaging and industrial specialties. BSPP produces, on average, 60 tons of product per day. By marketing category, BSPP production rates include approximately 24% office products, 51% graphic arts, 21% specialty packaging and 4% industrial specialties. BSPP uses approximately 25% recycled materials in its paper production process.
This Air State Facility Permit application for BSPP includes two new emission units, referred to herein as U00001 and U00002. Emissions from U00001 are generated from the facility's boiler. BSPP will operate the boiler to comply with an emissions cap for U00001. Emissions from U00002 are generated from operation of the facility's thirty-eight (38) paper dryers.

Project Description:

Applicant proposes to install a drainage culvert within the delineated wetland adjacent area and construct a drainage swale within the delineated wetland RO-42. Drainage pipe for the swale will be installed via directional drill. No trenching will be required. Approximately 2 cubic yards will be excavated for a receiving pit. Swale dimensions will be approximately 90' X 6' X 2' - an estimated 30 cu.yds. of material will be excavated. Upon completion of construction, the area will be seeded with grass.

Project Description:

Project involves hydrostatic testing of a section of 24" diameter high pressure natural gas pipeline. Approximately 180,000 gallons of water will be trucked in by a private water supply company and then added to the pipeline for pressure testing purposes. Upon completion of the test, the water will undergo any necessary treatment based on sample results ultimately being discharged at 400-600 GPM by passing through an energy dissipater structure and onto a well vegetated area for overland flow to the Sangerfield River.

Project Description:

Construct 250' 15 " storm drain from Fern Drive (T- Vienna) to Oneida Lake to improve drainage which is presently inefficient due to a limited slope. The new drain will be constructed between 2108 and 2110 Fern Drive. Rip-rap protection will be placed around the outlet into Oneida Lake.
