Project Description:

The Department is proposing to modify, at the request of the permittee, a modification to the SPDES permit for the New Athens Generating Facility. The proposed changes include the deletion outfalls 01B and 01C from the permit. These outfalls were associated with the discharge of cooling tower blowdown. Because the cooling towers were not constructed these outfalls are not needed. Outfall 001 will remain in the permit. The modified permit will allow the facility to occasionally drain and discharge wastewater from condensate collection tanks, demineralized water tanks, filtered fire water tank, and clarifier feed tank to outfall 003, and air cooler condensers cleaning water to outfall 004. PCB monitoring at Outfall 001 has been deleted because existing monitoring data indicates there is no addition of PCBs to the Hudson River from this site. Authorization for occasional discharges from fire protection system, and air cooled condenser wash water discharges to outfalls 003 and 004. Minor administrative changes have also been made to the permit.
