Project Description:
The Poughkeepsie Joint Water Project Board has applied for a Water Supply permit (WSA #10,823) to increase the total approved capacity of the Poughkeepsie Water Treatment Plant from the current maximum of 16 Million Gallons per Day (MGD) up to the proposed maximum of 19.3 MGD. The water would be used for current and future water supply needs in the City and Town of Poughkeepsie. The Poughkeepsie Water Treatment Plant has already been successfully tested at this higher operating capacity, and no new construction is necessary to operate at 19.3 MGD. The source of water for the Poughkeepsie Plant would continue to be the existing intake pipes on the bed of the Hudson River. No new construction would be needed at the intake pipes because the additional water will be taken by pumping at the same velocity for more hours per day. The Poughkeepsie Water Treatment Plant is located at 3431 North Road just south of Marist College, in the City of Poughkeepsie, Dutchess County, NY. Please note that the Lead Agency for the SEQR Determination later in this Notice should be the Poughkeepsie Joint Water Project Board, not the Poughkeepsie City Council.

The applicant proposes to construct the third and final phase of the previously approved Chelsea Cove townhouse development, consisting of the last 96 townhouse units, with associated infrastructure and utilities. Construction would impact approximately 0.56 acres of 100-foot wide adjacent area of the nearby NYSDEC Freshwater Wetland HJ-13 (Class II). The proposed disturbances to the wetlands adjacent area consists of completion of an access loop road, utility installation, and minor grading in the rear yards of some of the townhouses. The applicant does not propose any disturbances to the freshwater wetland itself. Phase III will connect to the existing central water and central sewer systems serving the previous Phases. The applicant has also submitted a Stormwater SPDES Pollution Prevention Plan (SWPPP) in accordance with the Stormwater SPDES General Permit for Construction Activities. The applicant (New York City Department of Environmental Protection) is proposing to conduct stream bed and bank modifications to approximately 1,000 feet of the Chestnut Creek (NYS water index # H-139-14-48, Class At) in order to conduct slope stabilization activities and repair an existing sanitary sewer line crossing. The proposed project also involves temporarily diverting the flow of Chestnut Creek in order to facilitate the construction of an artificial stream bed and bank away from the toe of the failing slope using multiple engineered structures. The site is located approximately 650 feet east of the Route 42 and Route 55 intersection in the hamlet of Grahmsville.
