Project Description:

The applicant proposes to relocate approximately 450 feet of Willow Creek(trib ONT-112), a B(t) waterbody, and to raise the existing Hoffman Road and Conifer Lane approximately 3 - 4 feet in an effort to reduce road flooding. Willow Creek will be moved westward to eliminate the need for culvert crossings under Spring Valley. The new stream will have a natural meander design, and include a overbank flood area. Rip rap will be used to stabilize the stream bends and a grade control structure will be installed at the upstream end of the proposed work. In conjunction with the roadway elevation increase, additional culverts will be installed to permit the passage of floodwaters. Increasing the road elevations will include 0.4 acres of permanent impact to the regulated NYS freshwater wetland RH-14 and 1.5 acres of disturbance to the wetland adjacent area to construct the wetland mitigation and to provide adequate slope for the roadway construction, maintenance and safety.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Jun 26, 2008.
