Project Description:

Project intends to stabilize the bank of Ford Creek and protect Pine Bush Road from future flood damage. The project affects 210 meters (approx 700 feet) along Ford Creek and consists of installation of a heavy stone retaining wall along the toe of slope, installation of stone weirs transversing the stream to slow velocities and improve fish habitat, and placement of heavy stone fill for bank stabilization. The project also includes the removal of approximately 80 cubic meters of silt and debris from the stream bottom which had been deposited during previous flood events.
Project details include utilization of 348 linear meters of stone block wall (approx 250 cubic meters below ordinary high water) and 690 cubic meters of heavy stone (80 cubic meters below ordinary high water).

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:

The Department of Environmental Conservation (DEC) has received an application to renew State Pollutant Discharge Elimination System (SPDES) # NY 012 0847, for Island Shadows in Jefferson County. This is a pre-existing Private/Commercial/Institutional SPDES permit. DEC has made a tentative determination to renew this permit and set a standard five year term maintaining current effluent limitations and monitoring and reporting requirements. This permit involves the surface discharge of up to 16,000 gallons per day of treated sanitary waste into the St Lawrence River, a class A water. Additional information including the current permit, renewal applications, and supporting documentation may be obtained from or inspected at the DEC central office in Albany. Substantive comments on the permit or requests for hearing or both must be submitted in writing to the contact person. DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.
