Project Description:

The applicant proposes to expand the existing Potsdam Sandstone mine from a 7.4 acre Life of Mine (LOM) Area by 2.5 acres for a total LOM of 9.9 acres on a 940 acre parcel of land owned by Richard Cole, James Newton, Hugh Fayette, and George Brierre. It is anticipated that during the initial five year permit term, the entire site would be affected in order to provide materials needed for wind farm projects. Onsite crushing of rock is proposed. Stone products will be trucked from the mine on the abandoned Rutland RR right of way approximately 4,300 feet to Clinton Mills Road. The reclamation objective is for the establishment of vegetative cover. The proposed mine is located along the abandoned rail road bed about one mile southeast of Clinton Mills where it intersects Clinton Mills Road (CR11) and approximately 3.5 miles east of Churubusco.

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:

The applicant proposes a monthly average discharge of 170 gallons per day of treated floor drain wastewater to groundwater from an oil/water separator and sand filter treatment system at the existing Town of Mooers Highway Department Garage located at 75 Missile Base Road in the Town of Mooers, Clinton County. The department has made a tentative determination to issue a State Pollutant Discharge Elimination System (SPDES) permit under article 17 of the Envrionmental Conservation Law. This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the department at this time. As a tentative determination, the department seeks comments on the proposed reuglated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify department approval for or endorsement of the activity for which a permit is sought.
