Project Description: The Department of Environmental Conservation is reviewing a TRP application to allow American Watercraft Association to host a recreational ride for personal watercraft, utilizing a portion of the Northhampton Beach Boat Launch and Parking area on June 21, 2008. The event organizer anticipates approximately thirty personal watercraft will participate in the recreational ride for charity. The event will run from 11:00 a.m. to 5:00 p.m. Participants will be directed to park in the auxiliary parking area and pay all applicable day-use fees at the facility.

Project Title: Town of Schroon

Location: NYS Route 9 in the Town of Schroon, New York.

Project Description: Applicant proposes a regulated activity involving wetlands: The use of benthic barriers in a portion of Schroon Lake to control nuisance aquatic plants. A total of 2,500 square feet of lake bottom will be covered by the benthic barriers from May 15 until October 1 each year for up to five years, as determined necessary by the applicant and their consultant.


Negative Declaration

Clinton County - The Town of Plattsburgh Planning Board, as lead agency, has determined that the proposed VIP Development Associates Inc. Bus Manufacturing Facility Site Plan 2008 will not have a significant adverse environmental impact. The action involves the construction of an approximately 136,000 square foot single story office/manufacturing facility on one 26.6 acre lot. The project includes three loading docks, approximately 300 parking spaces with related paving, driveways, test track and site work. Project also includes an extension of existing public water main and sanitary sewer main, approximately 750 linear feet for sanitary sewer and 525 linear feet for public water; stormwater management for quantity and quality, 1,200 gallon diesel tank storage, 1,200 gallon antifreeze tank storage, waste oil storage building, and site lighting. The project is located on the east side of Banker Road near NYS Route 374 in the Town of Plattsburgh, New York.

Hamilton County - The Town of Lake Pleasant Town Board, as lead agency, has determined that the proposed Adoption of Local Law #1 of 2008 "Zoning Regulation of the Town of Lake Pleasant" will not have a significant adverse environmental impact. The action involves the amendments to the Town's Zoning Regulations as recommended in the 2007 Comprehensive Plan. The draft Zoning Regulations address the establishment of new zoning districts without a net increase in density, new shoreline regulations and guidelines, and necessary updates to bring the regulations into compliance with NYS requirements. The project is located in the Town of Lake Pleasant, New York.

Saratoga County - The Wilton Planning Board, as lead agency, has determined that the proposed Smith Subdivision will not have a significant adverse environmental impact. Washington County - The Town of Fort Ann Planning Board, as lead agency, has determined that the proposed Goodmanor Farm Application will not have a significant adverse environmental impact. The action involves the construction and operation of soccer fields and an ice-cream parlor with the possibility of rental cabins. The proposal requires site plan approvals from the Town of Fort Ann planning board. The project is located off Goodman Road in the Town of Fort Ann, New York.

Notice of Acceptance of Draft EIS and Public Hearing

Fulton County - The City of Gloversville Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Wal-Mart Supercenter Project. A public hearing on the Draft EIS will be held on June 23, 2008 at 7:00 p.m. at the Gloversville Middle School, 234 Lincoln Street, Gloversville, New York. Written comments on the Draft EIS will be accepted until July 18, 2008. The action involves the construction of a 186,979 square foot Supercenter. The proposed project will be constructed on a 40 acre parcel owned by the Curtain Group, LP. The project will involve the creation of 890 parking spaces, the extension of municipal water and sewer services, the extension of public utilities, the construction of stormwater infrastructure and a wetlands mitigation area. Based on the nature of the project, the proposed Supercenter will also require multiple approvals and actions from other local agencies, as well as State and federal permits. The project is located on South Kingsboro Avenue Extension in the City of Gloversville, New York.
