Project Description: The Department of Environmental Conservation is reviewing a TRP application ( #4668) to allow the Town of Shandaken to use the Catskill Interpretive Center site for Shandaken Day Festival.

Negative Declaration

Dutchess County - The City of Beacon City Council, as lead agency, has determined that the proposed Six Local Laws (A through F) amending the City of Beacon Zoning Map will not have a significant adverse environmental impact. The action involves the adoption of six Local Laws (A through F) amending the City of Beacon Zoning Map with respect to the rezoning of numerous properties in the City. The project is located thoughout the City of Beacon, New York.

Orange County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Highland Sand and Gravel, Inc. - mining permit modification to excavate deeper will not have a significant adverse environmental impact. The action involves the application to modify a permit to excavate an additional 50 foot lift within its active "north" quarry area. This excavation will establish a new quarry floor elevation at approximately 290 feet above mean sea level (MSL) from the currently permitted elevation of 340 feet above MSL. The total area of quarry to be affected by this mining is approximately 13.4 acres within the existing 24.5 acre "north" quarry. The final reclamation of this quarry will remain the same, a lake approximately 28.7 acres in size and with a maximum depth of approximately 95 feet. All benches, each approximately 50 feet in width, above the surface water elevation will be reclaimed with fill and soil sufficient to enable revegetation including plantings of native trees and shrubs. The project is located on the west side of NYS Route 32, approximately 1.5 miles north of the hamlet of Highland Mills, New York.

Orange County - The Village of Tuxedo Park Board of Trustees, as lead agency, has determined that the proposed adoption of a zoning amendment to create a Gateway-Overlay (G-O) zoning district will not have a significant adverse environmental impact. The action involves the adoption of a zoning amendment creating a Gateway Overlay District that would encompass properties with frontage on the Village's principal collector roads. The amendment would protect and preserve the historic and visual landscape visible from the gateway roads by requiring that new development be subjected to gateway design standards. The Village of Tuxedo Park is a historic district listed on the National Register of Historic Places. The project is located at properties with frontage on Tuxedo Road and South Gate/East Lake Road as follows: The southern gateway overlay district extends generally from the South Gate to the triangle formed by the intersection of South Gate, East Lake and West Lake Roads located at the southerly end of Tuxedo Lake. The main gateway overlay district extends generally from the Main Gate on Tuxedo Road to the intersection of Tower Hill Road and Tuxedo Road. The properties are situated in the incorporated Village of Tuxedo Park, New York.

Orange County - The Village of Tuxedo Park Board of Trustees, as lead agency, has determined that the proposed Adoption of Proposed Revisions to Chapter 65: Lakes and Ponds, of the Code of the Village of Tuxedo Park will not have a significant adverse environmental impact. The action involves the Proposed amendments to a chapter of the Village Code regulating the placement, installation, and mooring of docks, floating platforms or similar lake structures; amend regulations applicable to the use of fertilizers; and, other miscellaneous revisions associated with the use of Tuxedo Lake, Pond No. 3, and Wee Wah Lake. The project is located in the Village of Tuxedo Park, New York.

Westchester and Putnam Counties - The Town of North Salem Town Board, as lead agency, has determined that the proposed Peach Lake Waste Water Treatment Plant will not have a significant adverse environmental impact. The action involves the formation of a sewer district and the construction of a sewer treatment plant. The project is located on Peach Lake Road (Route 121) and Bloomer Road in the Town of North Salem, Westchester County and the Town of Southeast, Putnam County, New York

Notice of Acceptance of Draft EIS and Continued Public Hearing

Rockland County - The Town of Clarkstown Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Kury Homes Subdivision. A Public Hearing was conducted on May 10, 2006. A continuation of public hearing on the Draft EIS will be held on June 25, 2008, at 7:30 PM at the Town of Clarkstown Town Hall, 10 Maple Avenue, New City, NY 10956. Written comments on the Draft EIS will be accepted until ten (10) days past the close of the public hearing. Copies of the DEIS and the 11 lot Plan alternative are available for public review at the Town Hall or the Nyack Public Library. The DEIS and the 11 lot Subdivision and Site Plan alternative can be reviewed online at the applicant's consultant website: www.timmillerassociates.com or at the Town of Clarkstown web site: www.town.clarkstown.ny.us/html/planning.html.

The action involves the proposal to subdivide and develop approximately 10.3 acres of vacant land into single-family lots. Per the recommendation of the Planning Board, an alternative plan has been developed and is proposed as an 11 lot cluster subdivision accessed by two roads both ending in cul-de-sacs. The roads would be designed in accordance with Town specifications and offered for dedication to the Town of Clarkstown. The project site is zoned R-22. Pursuant to section 278 of Town Law, in order to avoid steep slope and wetland areas and to provide for increased separation from Mountainview Avenue; the project has been designed as an 11 lot cluster subdivision, with a minimum lot size of 18,000 square feet after subtracting areas with environmental constraints, as per the requirements of the Town Zoning code, Section 290-21.D.. The project is located approximately one-half mile north of Interchange 11 of the New York State Thruway, the easterly property line of the project site is approximately 600 feet west of the Town's boundary with the Village of Upper Nyack in the Town of Clarkstown, New York. A single access to the site will be provided from Mountainview Avenue.

Notice of Acceptance of Draft EIS and Public Hearing

Westchester County - The Town of North Salem Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Salem Hunt. A public hearing on the Draft EIS will be held on July 12, 2008 at 7:30 p.m. at the Town of North Slaem Annex, 266 Titicus Road, North Salem, NY 10560. Written comments on the Draft EIS will be accepted until July 12, 2008. The action involves the development of approximately 39.9 acres of land within an R-MF/4 Medium-Density Residence District. The proposed action seeks to develop 65 two bedroom condominium units within 24 buildings. The development will be served by private subsurface sewage treatment and water supply sytems, and would be accessed by a private road. The development is proposed to include 13 (20%) Moderate Income Housing units. The project is located on the west side of June Road in the Town of North Salem, New York.
