Project Description:
The City of Fulton proposes to dredge a 60 foot by 200 foot area of Lake Neatahwanta at Stevenson Beach using a crane and drag line with upland disposal of all dredged spoils. The work would be performed in August, after the warmwater fisheries spawning period. The purpose is to remove accumulated sediments rich in nutrients thereby improving water quality. The application and project plans are available for review in the Syracuse office.

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
The applicant proposes to modify their existing Part 360 Solid Waste Management Permit for the AES Cayuga ash landfill. The modification involves a vertical expansion on top of the previously closed Phase I landfill section which is 16.5 acres in size. A composite baseliner system will be installed over the former landfill before additional material is added and a geomembrane cap system will be installed over the final grade of the entire vertical expansion. Since the former Phase I landfill was constructed according to standards over 30 years ago, covering the site with new liners will significantly reduce groundwater leachate associated with the former landfill. The extent of vertical expansion over the sloped site varies between approximately 5 to 37 feet. The final elevation at the highest point will be no higher than the height limit approved for a prior landfill expansion immediately adjacent to the site. Water quality monitoring will continue as required by Part 360. The expansion is necessary to extend the life of the landfill to accommodate coal ash produced by the AES Cayuga electric power generation facility nearby. AES Cayuga is also seeking alternative uses for the ash material which may reduce the volume of coal ash disposed of on-site and/or lengthen the life of the landfill.
