Project Description:

Applicant (NYSDOT) is proposing a realigninment of the Interstate 84 eastbound on/off ramps to intersect State Route 208 across from Neelytown Road and to widen the I-84 eastbound bridge over State Route 208. The proposed project will result in the discharge of 1.3 acres of fill into federal wetlands and require a Section 401 Water Quality Certification from the NYSDEC. A stormwater poluttion prevention plan (SWPPP) is currently being reviewed by DEC staff to determine compliance with the State Pollution Discharge Elimination System (SPDES) General Permit. To mitigate for the wetland impacts the applicant has proposed 3.23 acres of wetland mitigation in the form of wetland creation adjacent to an existing wetland (WD-42), a State regulated freshwater wetland located within Stewart State Forest. An Article 24 Freshwater Wetlands permit from the NYSDEC is required for the mitigation activities in the regulated 100 foot adjacent area.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

Applicant (Salvation Army) is proposing to dredge approximately 175 cubic yards of accumulated silt and sediment from a sub-tributary of the Hackensak River (NYS waters index # NJ-1-10-2, Class Ct), as well as repair the existing in-stream debris grate and construction of a forebay. Project is located on the Salvation Army property approximately 600 feet west of the West Nyack Road (Route 59A) and Access Road intersection. Appropriate water diversion and erosion and sediment controls will be implemented.
