Project Description:

This Department has received a request to issue a permit and has drafted an Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, at the facility located at 679 Ellsworth Road, Rome, NY 13440
The Department has made a tentative determination to approve the application of the Mascoma Corp. Cellulosic Ethanol Demonstration Facility State Facility Permit The State Facility permit allows the operations of emission units E-FIBER, E-APROD,E-STORE, and E-WWEQT, which includes the operation of the receiving and preparation of wood chip fiber for ethanol production, the The production of alcohol through fermentation and distillation, and storage of products in exempt tanks, and wastewater treatment system. The facility has capped out of Title V Permitting and New Source Review requirements by tracking and restricting it's emissions of Volatile Organic Compounds below emissions of 50 tons per year. All other criteria pollutants potential to emit are below major threshold levels. Based on recent memorandums from EPA this facility is currently not subject to Federal EPA New Source Perfomance Standards subparts NNN and RRR for distallation operations and reactor operations at Synethic Organic Chemical Manufacturing Industry for VOC's.

Availability of Application Documents:

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Jun 27, 2008.
