Project Description:
The applicant has applied for re-issuance of a mining permit for a previously approved 75 acre life of mine sand and gravel mine. The permit allowed mining on 47 acres during the previous permit term. The permit expired on March 31, 2006. The applicant now proposes to continue mining within this previously permitted mine during the next permit term. The project is located on the east side of Route 79, 2.6 miles south of the hamlet of Harpursville, Town of Colesville, Broome County.

State Environmental Quality Review (SEQR) Determination:

State Historic Preservation Act (SHPA) Determination:
Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

The applicant proposes to construct two new sanitary wastewater systems. One will be a 4,200 gallons per day (GPD) system to serve new dormitory units and the second will be an 8,000 GPD system that will serve campsites. Both systems discharge to groundwater and are expected to be used seasonally.

Project Description:
Applicant seeks to modify their existing mining permit for an operational gravel bed by adding 13.2 acres to the current 20.9 acre life of mine facility (thus totaling 34.1 acres) on a parcel of 259 acres. Mining will be done in four phases, the first of which is complete with reclamation having started on phases 2 and 3. On site processing may include screening and crushing with temporary, mobile units. Topsoil shall be stockpiled on site for later reclamation to agriculture. The site is off May Road in the Town of Smithfield with proposed expansion into the Town of Stockbridge.
