Project Description:

The Department has made a tentative determination to issue a permit for a State Pollutant Discharge Elimination System permit under Article 17 of the Environmental Conservation law. The applicant proposes a new discharge of 4,300 gallons per day (GPD) of sanitary wastewater and 1,605 GPD of filtration backwash after treatment by a septic tank and absorption bed system to groundwaters (Class GA) at the applicant's proposed hotel/restaurant facility located along the shores of Raquette Lake on Antlers Point. The proposed development involves the expansion of an existing home for use as a hotel with 20 guest units and 80 seat restaurant. Refer to this application by application number listed above and SPDES number, NY-0265659.
Also, the applicant proposes an increased taking of potable water from Raquette Lake for the Antlers at Raquette Lake Water Supply System. A draft permit has been prepared which would authorize the construction of a new water supply intake structure and water treatment system with a 30,000 gallon per day capacity to serve existing customers of the Antlers at Raquette Lake Water Supply System. Refer to this application by application number listed above and WSA#11,084. A Protection of Waters Permit is also required for the installation of the water intake structure.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Jun 20, 2008.
