Project Description: The applicants propose the construction of a 3 foot wide by 215 foot long boardwalk, extending into Lily Pond and elevated 2 feet above the surface level of the pond. An 8 by 8 foot dock will be built at the end of the boardwalk. The proposed boardwalk requires a variance from the APA Act §806 shoreline setback requirements, and a permit for a structure to be located in wetlands.

Project Description:
Demolish existing single family dwelling, privy, and barn and dispose of the materials. The roof of the dwelling and the wood from the barn will be re-used by a third party off-site. Any solid waste will be hauled to a certified disposal site. The remaining construction and demolition debris will be buried in a one-time-use waste disposal area located on-site. The proposed waste disposal area is 60 feet long x 15 feet wide x 6 feet deep, greater than 1/4 mile from the North Branch of the Grasse River, a scenic river, and greater than 100 feet from wetlands and water. The separate placement of a hunting and fishing cabin greater than 1/4 mile from the North Branch of the Grasse River, a scenic river, is non-jurisdictional for the Agency.



Negative Declaration

Jefferson County - The Town Board of the Town of Lyme, as lead agency, has determined that the proposed Wind Energy Facilities Local Law will not have a significant adverse environmental impact. The action involves the adoption of land use regulations and procedures specific to Wind Energy Facilities. The local law includes definitions and procedures for large Wind Energy Conversion Systems (WECS) and small WECS. It establishes criteria and standards for review, including the area of Town where allowed, setbacks, noise regulations and environmental standards. It establishes a procedure for review of such projects. The project is located townwide.

Positive Declaration and Public Scoping

Jefferson County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Hounsfield Wind Farm may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. Written comments on the draft scope will be accepted until the close of business on June 30, 2008. A public scoping session will be held on June 17, 2008 at the Town of Hounsfield Court Building, 411 West Washington, Sackets Harbor, New York at both 3:00 p.m and 7:00 p.m. The draft scope is available for public review at the DEC office listed below, and is also available online at the NYS DEC's website: http://www.dec.ny.gov/permits/6061.html. The action involves the proposal by Upstate NY Power Corp (Upstate Power) to construct the Hounsfield Wind Farm, a wind-powered electric generating facility on Galloo Island (Proposed Action). The Proposed Action will consist of the installation and operation of up to 90 wind turbine generators (WTG) for the purpose of generating 268.8 Megawatts (MW) or less of electricity. The project is located on Galloo Island in Lake Ontario, approximately 12 miles west of Sacketts Harbor, in the Town of Hounsfield, New York.

Supplemental Environmental Impact Statement to be Prepared

Herkimer County - The Town of Fairfield, as lead agency, has determined that a Supplemental Environmental Impact Statement will be prepared for the proposed Hardscrabble (formerly Topnotch) Wind Energy Project. The action involves an application by PPM Energy to develop an 88 mega watt wind powered electric generating facility comprised of 44 wind turbines. The project is located in the Towns of Fairfield and Norway, New York.
