The comment period for the Draft Amendment #3 closed on May 8, 2008. The New York State Department of Health received no public comments pertaining to this amendment. Therefore, the amendment to the Drinking Water State Revolving Fund Intended Use Plan is final as shown below:
"The New York State Department of Health (NYS DOH) and the New York State Environmental Facilities Corporation (EFC) amended the Drinking Water State Revolving Fund (DWSRF) Final Intended Use Plan (IUP) dated September 28, 2007 to adjust the estimated project costs for four DWSRF projects listed on the Project Readiness List. The explanations of the reasons for the cost revisions are included in the table below:
|Borrower||County||Project Description||DWSRF #||Current IUP Cost||Proposed IUP Cost||Explanation|
|Wilmington (T)||Essex||Surface Water Treatment Rule compliance facility, upgrade transmission, new storage, upgrade distribution system, system consolidation||17052||$2,065,338||$2,465,338||The cost increase is to remove a $400,000 grant which was incorrectly included in the project budget estimates.|
|Minerva (T)||Essex||New ground water source, upgrade distribution system, new system consolidation||15829||$88,000||$150,000||The cost increase is a result of an update of the original project cost estimate by the engineer.|
|Chesterfield (T)||Essex||Surface Water Treatment Rule compliance facility, new groundwater source, new storage||17388||$3,633,268||$4,512,923||The cost increase is a result of an update of the original project cost estimate by the engineer.|
|Schuylerville-Victory JWC||Saratoga||New Surface Water Treatment Rule Compliance Facility, New Groundwater Source, Upgrade Distribution System||15085||$ 0||$ 710,000||Additional financing requested for long term financing due to cost overruns during project construction. The Current IUP cost is zero since it reflects the amount not financed through Short Term Financing at the time of the IUP printing.|
The Department has determined that the revised project cost increases are necessary, reasonable and consistent with the original project concept. In addition, the scope of the projects has not changed, nor have we altered the project priority rankings in any way. The project cost increases will not adversely affect any other project on the IUP Project Readiness List above the funding line. Except for the above-noted changes, there are no other changes to projects listed on the Project Readiness List or to the project priority rankings."
