Project Description: The Department of Environmental Conservation is reviewing a TRP application to allow Divemaster Services, Inc. to utilize a portion of the Lake George frontage at Hearthstone Public Campground for the purpose of instructor supervised diving activities. The activity will not impact the public's ability to access and utilize the Lake or other facilities, and would be authorized only while the facilities are open to the public from May through October 31st. The permit will be in addition to users also obtaining a Day Use permit to enter the facilities for the authorized activities.

Project Description: The action involves mowing, brush cutting, tree removals and herbicide application along The Remsen to the Lake Placid Travel Corridor in order to maintain vegetation control for current and future rail service and trail development and maintenance, involving wetlands and state lands under the jurisdiction of NYS DOT. Vegetation management of the corridor was previously approved by the Agency in permits 98-108 and 98-108R. Minor changes to the vegetation management of the corridor are proposed as part of this project. No new herbicides are proposed to be used for vegetation management other than those previously approved, at this time. All herbicides will be applied in strict compliance with New York State Department of Environmental Conservation (NYS DEC) labels. The vegetation management plan is subject to the Remsen/Lake Placid Travel Corridor Final Management Plan. NYS DOT and NYS DEC have proposed an amendment to the plan for vegetative management of the corridor in conjunction with this project. The Agency is reviewing concurrently the proposed vegetation management amendment to the Travel Corridor Final Management Plan for compliance with the State Land Master Plan and will make a determination separate from this project.

Project Title: Preminger Boathouse

Project Description: The project is the construction of a 455 ± square foot, one story boathouse and attached covered dock on the shoreline of Upper Saranac Lake. The permit is required pursuant to Condition 13 of Agency Permit 2007-112. The Town of Santa Clara issued a building permit for the boathouse. A permit will be required from the New York State Department of Environmental Conservation (NYS DEC) for any excavation or placement of fill below the mean high water level of the lake (e.g., the footings for the boathouse).
Negative Declaration
Essex County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Addition of Mill Brook to the Lake Champlain sea lamprey control program will not have a significant adverse environmental impact. The long-term program of sea lamprey control in Lake Champlain as described in the 2001 Final Supplemental Environmental Impact Statement (FSEIS) indicates that streams newly colonized by sea lamprey would be added to the control program as needed following site-specific environmental review. A significant larval sea lamprey population was first discovered in Mill Brook in 2007, and wounding rates on Lake Champlain fishes are still far above program objectives. Thus the addition of Mill Brook to the control program is relevant. This review is intended to address the potential of lampricide use in Mill Brook and its delta as described in the FSEIS, and concludes there would be no significant impacts either on Mill Brook itself or cumulatively within the broader context of the control program as a whole. The potential adverse impacts from lampricide applications for sea lamprey control in Lake Champlain have been thoroughly discussed in the 1990 FEIS "Use of lampricides in a temporary program of sea lamprey control in Lake Champlain with an assessment of certain fish populations and sportfisheries" and its subsequent FSEIS referenced above. No significant adverse impacts were identified during the eight-year program covered by the FEIS and fundamental mitigation strategies established in the FEIS and FSEIS will be continued.

Delta larval sea lamprey distributions will be mapped using modified deepwater electrofishing techniques. Only those sections with sufficient densities of sea lamprey ammocoetes will be treated.
