Project Description:

The Department has received an application to modify the initial Title V Facility Permit issued April 30, 2007 for the Carestream Health Inc - Health Imaging Facility, consisting of former Eastman Kodak health imaging manufacturing and research operations in Buildings 214, 6, 12, 14, 28, 31, 42, 81, 82 and 117 in Kodak Park. The Carestream Health Imaging Facility is subject to 6 NYCRR Part 201-6 (Title V) regulations due to emissions of volatile organic compounds (VOC) greater than 50 tons per year.

The proposed modifications include production increases at their health imaging intensifying screen coating process and the installation of an air pollution control system to control emissions from this coating process. The emission control system will consist of an existing permanent total enclosure (PTE) and a new regenerative thermal oxidizer (RTO) and scrubber, to be located in Bldg 31 in Kodak Park. The emission control system will satisfy the requirements of the Paper and Other Web Coating Maximum Achievable Control Technology (MACT) rule (40 CFR 63 Subpart JJJJ).

Previously, the coating line complied with Subpart JJJJ by facility-wide averaging of Hazardous Air Pollutant (HAP) content of coatings subject to the rule throughout Kodak Park. Transfer of the coating line to Carestream removed the applicability of Kodak's coating average. The initial Carestream Title V Permit restricted HAP emissions without control equipment to less than 25 tons per year total HAP and less than 10 tons per year of any single HAP, the applicability thresholds for major source MACT applicability. The proposed increases in coating operations would increase HAP emissions of methylene chloride above the 10 ton per year threshold, but the proposed emission controls will remove 95 percent of HAP from the applicable sources, resulting in an overall reduction of HAP emissions from the coating line by approximately 90 percent compared to emissions prior to installation of the control equipment. The modified permit will include new Subpart JJJJ MACT testing and monitoring requirements which will replace the initial permit's HAP emission caps.

Carestream has also proposed to maintain a VOC Reasonably Available Control Technology (RACT) variance for phosphor dispersion operations which have been relocated from Building 35 to Building 14. The VOC limit for these sources remains 0.34 tons per year based on a RACT evaluation showing the cost of control equipment for these sources, now in the new Building 14 location, to continue to exceed the Department's cost-effectiveness guideline, currently $4,285 per ton of VOC emissions removed.

In response to the application, the Department has generated a Draft Modified Title V Facility Permit for review. The application, Draft Permit, RACT Evaluation, and Permit Review Report are available for review at the Region 8 NYSDEC office. The Department has prepared a draft permit and has made a tentative determination to issue the modified Title V Facility Permit.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below. This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

Applicant proposes to construct a single family residence, onsite wastewater disposal system, lawn area, and inground swimming pool at 30 Lighthouse Road in the Town of Ogden. The pool, a portion of the wastewater disposal system, lawn, driveway and pole barn are within the 100 ft. Adjacent Area of NYS Freshwater Wetland PM-2 (I). Alternative layouts have been explored so as to minimize impacts on the adjacent area of the regulated wetland.
