Project Description:

The applicant proposes river bank protection and restoration along an approximate 1,000 lineal foot section (west bank) and 2,500 lineal foot section (east bank) of the Genesee River. Currently, the river bank is eroding and the river is migrating toward NYS Rte. 19, Western New York and Pennsylvania Railroad, 2 natural gas wells, residential buildings, a business and is eroding prime agricultural land. A temporary bypass channel will be constructed and the river water flow will be diverted to that channel during the construction of a flood plain bench and installation of heavy rock riprap bank protection, bendway weirs, grade stabilizers and vegetation plantings along the original channel. Upon completion of the bank protection and restoration work, the water will be redirected to the original channel and the bypass channel will be left in place to act as a relief channel during high water and flood events. The project site is located along a 4,000 foot reach of Genesee River on the west side of NYS Rte. 19, immediately north of the Amity and Scio townline.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than May 15, 2008.

Project Description:

Installation of 335 linear feet of rock riprap and one rock sill to help maintain the grade of the streambed along the South Branch of Eighteenmile Creek. Biotechnical plantings will be used along the entire length of the project. The project will reduce sedimentation and protect prime agricultural farmland. It is located northeast of the residence at 7817 Old Jennings Road (Rt 486).
