Project Description:

The applicant proposes the renewal of a yearly, one-time treatment to 10 acres of Horseshoe Lake with the aquatic herbicide Reward. Pesticides staff have confirmed that this application is a return to a previously approved product, and its re-use will not require additional review. The application is intended to control Eurasian watermilfoil and pond weeds spp., considered nuisance, invasive aquatic plant species. The herbicide will be applied as a surface application by a power sprayer at a rate of 1 gal./acre. A maximum of 10 gallons will be allowed. The treatment is also being done in accordance with a current, valid Freshwater Wetlands permit, issued by the Department to the applicant, for water level control at the Horseshoe Lake dam during the herbicide application. A Water Level Management Plan has been reviewed and approved. The project site is Horseshoe Lake, south of Horseshoe Lake Rd., approximately 0.4 mi.east of the Rt. 19B intersection.

Applicant and the Livingston County Highway Department propose to undertake a streambank stabilization project on Canaseraga Creek upstream of the Poags Hole Road Bridge to address major long term streambank erosion and localized flooding. Work will include shaping and grading of gravel bars and installation of rock vanes in Canaseraga Creek and at mouth of Stony Brook Creek. Work will be done during low flow conditions and following fishery restrictive dates.

Project Description:

The New York State Department of Environmental Conservation (NYSDEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 000 2330, DEC Identification #: 8-4432-00001/00003), the US Salt, Watkins Glen New York Facility pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS). The changes to the permit are as follows:

Outfall 001: Permit limits were added for Total Dissolved Solids (mg/l), Temperature (°F), and Total Phenols (mg/l).

Outfall 002: Permit limits were added for Total Dissolved Solids (mg/l) and Total Phenols (mg/l). The storm water outfalls 003, 004, 005, 006, 007, 008, 009, 010, 011, 012, 013, and 014 are covered by General Permit NYR00C453 (expires on 3/27/2012). The Groundwater Monitoring Plan has been removed from the permit due to the current construction on the former coal pile and the applicability of the current monitoring.

Outfall 001 and 002: Monitoring requirements were added for flow, total suspended solids, and temperature in the influent as indicated on the process flow diagram. The modification also includes several other minor reporting modifications.

The US Salt, Watkins Glen New York Facility has surface discharge into Seneca Lake, a class AA(T) water.

Additional information including the current permit, renewal applications, and supporting documentation may be obtained from or inspected at the DEC central office in Albany. Substantive comments on the permit or requests for hearing or both must be submitted in writing to the contact person. DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.
