Project Description:

The applicant proposes to extend water supply and distribution mains of the Plattsburgh Consolidated Water District into the Moffitt Road Service Area located north of I-87 exit 39, and take an additional supply of water for use in the existing system by the installation of well No. 8 located northwest of the State Rt 3 and Banker Road intersection. The new well has a mximum new capacity of 420 gallons per minute. The total available water supply capacity will increase from 2.52 million gallons per day to 3.125 million gallons per day.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than May 16, 2008.

Project Description:

The permittee proposes to increase the life of mine area of the currenty permitted sand and gravel pit from 4.0 acres to 5.33 acres, with the new acreage being added to the south side of the pit. The pit, located approximately 1,500 feet south of South River Road and 700 feet east of Deer Pond, is part of a 43 acre parcel owned by the Town of Waverly. Mining operations will continue to include onsite processing of material, and reclamation will occur as mining progresses, with the site being revegetated with permanent grasses. The site is also permitted by the Adirondack Park Agency, APa Project Permit 2003-219RA.
