Due to the site development wetland constraints of this property, most of the building as well as stormwater infiltrator systems are proposed to be built within the 100 foot adjacent area of state wetland PV-36 (class 2). There will be at least a 50 foot separation of all site grading and construction activities from the wetland. The on-site subsurface sanitary disposal system will be located more than 100 feet from the wetland.

Project Description:

The Palisades Interstate Park Commission proposes to perform a number of projects along an approximately 7-mile stretch of Seven Lakes Drive. The projects requiring a permit from NYSDEC include the following:

  • In-kind repair of 14 drainage inlets, replacement of 5 drainage culverts (three 50' culverts, one 60' culvert and one 70' culvert), and installation of a new 50' drainage culvert, all of which drain into Lake Tiorati (Water Index # H-43-P152; Class B(TS)). A stone splash pad will be installed at the outlet of each of these structures to dissipate energy and reduce erosion.
  • Streambank stabilization using rock rip rap along a 115 ft long stretch of the southern streambank of Lewis Brook (Water Index # H-61-2-11, Class A(T)) to the north of Seven Lakes Drive and just below the outlet of Lake Nawahunta.
  • Streambank stabilization using rock rip rap along a 115 ft long stretch of the northern streambank of Queensboro Creek (Water Index # H-61-2, Class A) to the south of Seven Lakes Drive.
  • Repair of a 10' wide by 8' tall concrete box culvert located within Lewis Brook (Water Index # H-61-2-11, Class A(T)) at the Seven Lakes Drive crossing and just below the outlet of Lake Nawahunta by replacing a 4' tall by 12' long section of the western side of the culvert. This worksite will be isolated from any water to prevent any contamination by the pouring of fresh concrete.

Sediment and erosion control measures will be employed for all of the project work noted above.

The applicant proposes to construct a 3.6 mile portion of new paved bicycle/pedestrian path, the Putnam Bikeway (Stages 2 and 3), along an abandoned railroad bed located partially within Freshwater Wetland LC-56 (Class II). Proposed work includes grading and filling to build the 10 foot wide path, and construction of two new culvert crossings within the wetland with associated headwalls and rip-rap outlet protection. The total area of disturbance to the wetland is 0.014-acre; the total area of disturbance to the adjacent area of the wetland is 3.7-acres. The project also includes construction of approximately 0.2-acre of wetland on site as mitigation for disturbance to federal wetlands. DEC Protection of Waters Permit No. 3-3799-00011/00001 was issued 7/28/05 for Stage 1 of the Putnam Bikeway. The project is located along the Putnam Division Penn Central Railroad bed, starting at Seminary Hill Road in the Town of Carmel and running eastward to Putnam Avenue in the Town of Southeast, Westchester County.

The Department has made a tentative determination to approve this application for a SPDES permit for a new surface discharge of 36,000 gallons per day (gpd) of treated sanitary wastewater from a new 120-unit trailer park, RNR Mobile Home Park, with outfall to Kinne Brook, Class B. The project involves construction of the new trailer park with internal roadways, stormwater facilities, and new wastewater treatment plant (WWTP) on an 83-acre parcel. The proposed WWTP is a prefabricated unit which includes sequencing batch reactors, equalization tank, tertiary filters, and ultraviolet disinfection system. The project is located northwest of the intersection of Liberty Turnpike (County Route 107) and Pittaluga Road in the Town of Thompson. A draft permit is available for inspection and comment at the regional office.
