No further review in accordance with SHPA is required.

Coastal Management:

Project Description:

The applicant is renewing their Part 360 Solid Waste Management Permit and is requesting a modification which will increase the efficiency of the N-VIRO process (an alkaline stabilization process which pasteurizes biosolids (dewatered wastewater sludges) by high temperature and high pH), and decrease the potential for adverse environmental impacts, such as enclosing a portion of the building and installing and operating a scrubber system for air emissions generated by the N-VIRO process, to reduce odors. An Air Registration will be required. There will be no expansion to the existing operations and no increase in the quantity of biosolids received as currently permitted. The applicant plans to continue to own and operate this facility to recycle biosolids from treatment facilities owned and operated by the Onondaga County Department of Water Protection Environment (WEP). The existing facility is located at WEP's Metropolitan Syracuse Wastewater Treatment Plant at 650 Hiawatha Blvd. West, Syracuse, NY.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue this application for renewal of an existing Title V permit for AES Cayuga, 228 Milliken Drive, Lansing, NY. AES Cayuga operates a coal-fired steam generator electric power plant consisting of two coal-fired boilers and associated air pollution control equipment. The boilers are subject to regulations and conditions that limit emissions of particulate matter, opacity, oxides of nitrogen, sulfur dioxide and mercury. The facility operates devices to continuously monitor emissions of opacity, NOx and SO2. The Title V permit includes conditions that enforce all applicable regulations. This renewal includes conditions for new regulations adopted by DEC since the prior permit was issued: 6 NYCRR Parts 243 (summertime NOx emissions), 244 (annual NOx emissions), 245 (annual SO2 emissions) and 246 (annual mercury emissions). The Title V permit is issued for a period of five years.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Project Description:

The Department (DEC) has prepared a Draft Permit and has made a tentative determination to approve this application for renewal of an existing Title IV permit for AES Cayuga, 228 Milliken Drive, Lansing, NY. AES Cayuga operates a coal-fired steam generator electric power plant consisting of two coal-fired boilers and associated air pollution control equipment. The boilers are subject to the EPA's Acid Rain Program regulations. The applicant shall monitor, maintain and certify monitoring systems for opacity, SO2 emissions, NOx emissions, carbon dioxide emissions and volumetric flow rates in accordance with the requirements of 40 CFR Part 75. In accordance with 6 NYCRR Parts 621 and 201, the Administrator of the EPA has authority to bar issuance of this permit if it is determined not to be in compliance with the applicable requirements of the Clean Air Act or 6 NYCRR Part 201. The Title IV permit is issued for a period of five years.
