Project Description:

The Department has received a request for a permit to construct and operate air pollution sources and has drafted pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law, a State Facility Permit, for the Great Lakes Cheese of New York, Inc. facility located at 23 Phelps Street, Adams, New York 13605. This facility is engaged in the manufacture of natural, processed, and imitation cheese. The Standard Industrial Classification representative of this facility is 2022, Cheese Natural and Processed.
This permit allows for the construction and operation of a facility that will process 2.5 million pounds of milk per day into 270,000 lbs/day of american type cheese. The whey by product will be split into WPC 80 protein (19,000 lb/day) and deprotonized whey powder (125,000 lb/day). The facility will operate three (3) natural gas fired boilers, two (2) spray dryers with associated pollution control equipment, a dried product packaging operation with associated pollution control equipment, and twenty (20) natural gas fired heater/air handlers.
The facility must meet the particulate emission limits of 6 NYCRR Part 212 and the New Source Performance Standards for Small Industrial-Commercial-Institutional Steam Generating Units of 40 CFR 60 Subpart Dc. By meeting these emission limits the facility emissions of Particulate Matter less than 10 microns (PM-10) will be less than the major source threshold.
The draft permit with conditions and application are available for review in the Region 6 NYS DEC office in Watertown, New York.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Adams Village Planning Board

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

This Department has received a request to modify an existing permit and has drafted an Article 19(Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, for the facility located at APC Paper Company, 100 Remington Avenue, Norfolk, New York. The facility produces FDA approved grades of paper for a variety of applications. The modification includes the installation of a new boiler to the facility. The boiler has the ability to fire No. 6 fuel oil and natural gas. The facility will retain the existing caps of 99 tons per year of nitrogen oxides and sulfur dioxide to avoid Title V. The draft permit with conditions and application are available for review in the Region 6 NYS DEC office in Watertown, New York.

Project Description:

A 232 person capacity, 26,450 square foot child development center has been proposed for construction on the Fort Drum Military Installation in Jefferson County. The center would provide child care for children ages six months to five years. The facility would include two storm water retention ponds and parking for 122 vehicles. There would be clear cutting and fill due to the construction of the storm water ponds in less than an acre of the 100' adjacent area to a class II state regulated wetland (Z-2). No construction activity would occur in the state regulated wetland (Z-2).
