Project Description:

The applicant, Conners Sand Pit, LLC, proposes a 9.9 acre expansion of an existing 10 acre sand pit for a 19.9 acre Total Life of Mine Area on an 87.4 acre parcel of land owned by the applicant. The reclamation objective is for soil stabilization and the establishment of grass cover. The mine is located 1800 feet east of Mason Street, 1.7 miles south of its intersection with NY Rte. 22B in Morrisonville. The existing haul road exiting on to Mason Street will continue to be used.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:

The applicant proposes modify their existing Mined Land Reclamation Permit to develop an additional +/-35 Life of Mine (LOM) acre sand and gravel extraction area to operate in conjunction with their existing, permitted +/- 49 acre LOM. The additional extraction area will increase their amount of material reserves to approximately 3.5 million cubic yards, and further the extraction operation for an additional 20-25 years. There will be no increase or changes in the rate of extraction, days of operation, equipment to be used, water usage, and daily truck trips than what is currentl permitted. However, use of the haul road to Patten Mills Rd. and hauling on Patten Mills Rd. will be discontinued, and a new haul road will be constructed northerly through acquired easements on adjacent properties to State Route 149.

Project Description:

The applicant proposes to apply the aquatic herbicide SONAR PR (active ingredients: fluridone - 41.7%) to ~23.5 acres of shoreline area of two hydraulically connected waterbodies - Lake Lauderdale (~77 acres) and Schoolhouse Pond (~13.3 acres) to control Eurasian watermilfoil (Myriophyllum spicatum) and Curly-Leaf Pondweed (Potamagetan crispus). Lake Lauderdale contains parts of regulated Freshwater Wetlands SN-4 (Class II) and SN-5 (Class II). This proposal is consistent with the Programmatic Environmental Impact Statement On Aquatic Vegetation Control Program of the Department of Environmental Conservation and its Findings. The lake and pond are located on SR 22, south of the CR61 intersection.
