Permit(s) Applied for:
Article 15 Title 5 Stream Disturbance
Article 17 Titles 7 & 8 Municipal SPDES - Surface Discharge
Project is Located:
Ramapo, Rockland County
Project Description:
The County has requested a modification to its existing SPDES permit for the Western Ramapo Advanced Wastewater Treatment Plant currently under construction in order to relocate the discharge for outfall 002 to tributary 2 of the Ramapo River (NJ 12-2, class C(t)) instead of the currently approved outfall location on the Ramapo River just above the regulatory flow weir. The new outfall is located to the north of the treatment plant and west of Interstate 287 and NYS Route 17, approximately 1,000 feet upstream from the Ramapo River. This tributary enters the Ramapo River at a location approximately 50 feet upstream of the currently approved outfall 002 location.
The Department has prepared a draft permit with proposed effluent limits and monitoring requirements for this new location. The draft permit requires more stringent limits for UOD ( 44mg/l for the winter season and eliminates the duplicative CBOD limit of 40mg/l ) and for ammonia.
