Negative Declaration

Broome County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Broome RA #7, Stand 7, Site Preparation will not have a significant adverse environmental impact. The action involves an herbicide application to reduce the abundance of beech, striped maple and hophornbeam seedlings and saplings, as well as hay scented and New York fern, to a level that would allow the natural regeneration of desirable tree species. The action includes both foliar and cut stump treatment, and will take place on 49 acres of upland hardwood forest. Controlling the undesirable species will promote the natural regeneration of red oak, black cherry and sugar maple. Application method used will be by backpack sprayer targeting only undesirable species within the application area. The application will follow label instructions minimizing risk to both the applicant and the environment. The project is located on Broome Reforestation Area #7, Beaver Pond State Forest, Stand 7. This stand is located east of Huggins Road and south of Hawkins Road in the Town of Sanford, New York.

Broome County - The Kirkwood Town Board, as lead agency, has determined that the proposed Local Law 3-2008 will not have a significant adverse environmental impact. The action involves the rezoning of property reputedly owned by D & B Enterprises, Inc. and property reputedly owned by Donald Beagell. The properties presently located in an Agricultural/Rural Residential (A-R/R) District, are to be rezoned and designated Composting (C) District, subject to all regulations created and established relative to said Composting (C) District. The project is located at 326 Colesville Road and 213 Corporate Drive in the Town of Kirkwood, New York.

Onondaga County - The Town of Skaneateles Planning Board, as lead agency, has determined that the proposed Welch Allyn State Street Expansion will not have a significant adverse environmental impact. The action involves a proposed expansion of an existing light manufacturing facility with more that 50,000 square feet of gross floor area. The expnasion is located on 152 ± acres of land. The project is located at 4341 State Street Road in the Town of Skaneateles, New York.

Positive Declaration

Cortland County - The Town of Virgil Planning Board, as lead agency, has determined that the proposed Virgil Country Market may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves the construction of a gas station and convenience store on 2 acres with access onto Webb Road. The project is located on the northeast corner of the intersection of Webb Road and NYS Route 13 in the Town of Virgil, New York.
