Project Description:

The St. Johnsville Marina has two seasonally placed docks in the Mohawk River which they propose to substanstially reconstruct. The Village proposes to replace the existing wooded dock system, permitted previous with a total surface area facility perimeter of 71,000 square feet, with a new seasonal one piece interlocking polyethylene docking system. The docks will be accessed by new aluminum gangways anchored to the existing concrete bulkheads and anchored to the harbor bottom by galvanized steel pipes. The proposed dock surface area facility perimeter will be enlarged to up to 88,000 square feet with anticipated docking capacity for 38 boats. The project is located in the Village of St. Johnsville, St. Johnsville Marina, NYS Rt 61 and Marina Drive East, Montgomery County.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to construct 54 single family home lots and 47 town house units on an approximately +/- 109.45 acre parcel. The project will involve construction of building lots, extension of the public sewer and water, construction of drives, a recreational trail and stormwater management structures. Direct impacts to State Freshwater wetland S-116 are minor and are associated with the construction of 5,200 linear feet of a recreational wood chip/boardwalk path through the wetland areas with approximately 1.34 acres of wetland buffer impacts associated with trail construction and site grading. An additional +/- 0.34 acres of federal jurisdictional wetlands will be permanently filled to create roadway and lot improvements. To mitigate for these wetland impacts, it is proposed that a total of 71.9 +/- acres of land within the project site, to include approximately 56.34 acres of remaining wetlands, will be preserved in its natural condition via a deed restriction as open space and parkland areas to be dedicated to the Town of Niskayuna. The project site is located in the Town of Niskayuna and will have access onto Consaul Road and Alandale Avenue.
