Good Shepherd Village has proposed a continuing care retirement community on 120 acres. The proposed project consists of 70 independent living cottages (single story), 80 independent living apartments (three story), 32 assisted-living units and 32 health care beds (two-story), and a two-story community center. The proposed uses are single family in a duplex design, multifamily, and institutional. The applicant is dedicating 32.78 acres (26.88%) per the Town's 25% dedicated open space requirement. The site is served by public water and sewer. Because the disturbed area is greater than one-acre, a stormwater pollution prevention plan (SWPPP) is required. Buildings will cover about 9% of the lot, and total developed area is estimated to be 14.2 acres out of 120 acres. The Department has prepared a draft permit modification pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law and has made a tentative determination to approve this application for an Air State Facility Permit for the NYS Cayuga Correctional Facility located on Route 38A in the Town of Moravia. The purpose of the modification is to permit the facility's emergency generator, so the permittee can participate in the Coordinated Demand Reduction Program (CDRP) and provide power to the electrical grid system to meet power shortages during periods of peak demand. The draft permit includes a facility-wide federally enforceable emission caps to keep total facility emissions of oxides of nitrogen and sulfur dioxide below the major source threshold of 100 tons per year. Nitrogen oxide emissions and sulfur dioxide emissions are required to be determined on a monthly basis and reported to the Department in the facility's annual capping certification report. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below. This is an Environmental Benefit Permit Strategy (EBPS) Department Initiated Modification (DIM) of an existing State Pollutant Discharge Elimination System (SPDES) permit. Changes resulting from the EBPS permit review include: The total residual chlorine limit was revised to 0.35 mg/l, and the ammonia limit for the May-Oct. period was lowered to 13.4 mg/l. The facility requested a permit modification to increase its flow from 0.4 to 0.6 MGD in 2005; however, the Department is still awaiting the plans and specifications for the treatment plant upgrade in order to move forward with the modification request. The above limits are based on a flow rate of 0.6 MGD. The flow will remain at 0.4 MGD and phosphorous will be monitor only until the plans and specifications are approved for the proposed plant upgrade.
