Article 24 Freshwater Wetlands
Project is Located:
Philipstown, Putnam County
Project Description:
Applicant proposes to construct a 10 foot wide gravel driveway with 2:1 side slopes across two arms(162 linear feet and 120 linear feet) of NYS freshwater wetland OL-2 (class 2) and their regulated 100 foot adjacent areas. The driveway will provide access off East Mountain Road North (east side) to an upland area for a new single-family residence. The house, well and subsurface sanitary disposal system will all be located out of the wetland and its 100 foot adjacent area. The design of the driveway is intended to maintain water flow under the driveway and includes several 36 inch diameter, half culverts and a porous stone subbase placed upon a geo-textile fabric. The location of the driveway is the only possible access due to the configuration of the property. A re-vegetation planting plan has been proposed.
