Project Description: The project is the subdivision of 605 ± acres into 7 lots, ranging in size from 14 ± acres to 280 ± acres. The project also involves the allocation of the maximum principal building potential of the project site pursuant to the Overall Intensity Guidelines administered by the Agency among the 7 proposed lots. No new land use or development is proposed for lots 1 and 2. There are four existing structures on Lot 1, including a single family dwelling, two rental cabins both greater than 300 square feet in size and a horse barn with an apartment in it. There was also a motel on Lot 1 that was removed from the site. There is an existing single family dwelling and accessory use structures on Lot 2. Lots 2a, 3, 4 and 5 are vacant parcels proposed for the construction of one single family dwelling and associated accessory use structures. Lots 2a, 3, 4 and 5 will be restricted from further subdivision. Access to lots 1 and 2 is directly from Route 73 by existing driveways. Access to lots 2a, 3, 4 and 5 will be from a proposed private road that will extend south from Route 73 along the eastern boundary of the site, generally along existing ATV trails. Utilities to lots 2a, 3, 4 and 5 will be installed underground from the end of Coyote Way, a private subdivision road. Lots 2a and 3 will have an easement across Lot 4 for utility installations. Lot 6, a 280 ± acre parcel, is proposed to be conveyed to the Adirondack Land Trust for future conveyance to the People of the State of New York for inclusion in the Forest Preserve.

Project Description: The replacement of the NYS Route 458 Bridge over the St. Regis River and the installation of a temporary detour bridge involving wetlands. There will be approximately 0.042 acres of temporary wetland impacts to install the temporary detour bridge during construction. Once the new bridge is completed and operational the temporary wetland impacts will be mitigated by removing the fill and restoring the wetlands to pre-construction conditions.

Negative Declaration

Clinton County - The Town of Plattsburgh Planning Board, as lead agency, has determined that the proposed Bluff Point Golf Resort and Community, Webridge Real Estate Inc./CBD Corporation Subdivision Amendment 2007 and Site Plan 2007 will not have a significant adverse environmental impact. The action involves the amendment to a project previously reviewed and approved by the Lead Agency under Resolution No. 07-06 and supported by a certain Negative Declaration dated January 9, 2006 entitled "Bluff Point Golf Resort and Community, Webridge Real Estate, Inc./Champlain Bluffs Development Corporation Subdivision Amendment 2006" ("Phase IV-VI Subdivision") and continues under resolution 07-38 dated April 10, 2007 and again under resolution 07-82 dated November 13, 2007. The project consisted of a 56 parcel subdivision of approximately 111 ± acres which will result in one parcel for the existing golf course, club house/multi-family residential, four (4) parcels for private roads, thirty three (33) single family residential parcels, eighteen single family residential parcels located in the area called "The Ledges" (which includes Lots 14, 15 and 20 from Phases I-III Subdivision previously approved and referred to herein) and the remaining land. Public water and sewer are proposed. The current project consists of adding two multi-family lots, Phase VII Subdivision and a site plan consisting of three (3) buildings containing six (6) units each for each of the two lots, thirty two (32) units total. The project is located on the east side of Route 9 on lands known as Bluff Point Golf Course in the Town of Plattsburgh, New York.
