Project Description:
The New York State Department of Environmental Conservation has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the New York State Environmental Conservation Law, and has made a tentative determination to approve this application for operations at the SUNY Oswego facility located in Oswego, NY.
The facility is an educational institution involving educational activities and operations in support of the buildings and grounds. The sources of air emissions requiring a permit involve the operation of four heating boilers. Three boilers can burn natural gas or fuel oil and one boiler can burn only natural gas.
The draft permit also includes conditions to limit emissions of Oxides of Nitrogen (NOx) and Sulfur Dioxide (SO2) below the major source thresholds for these pollutants. These limiting conditions require public notice to make them federally enforceable and should be the subject of any comments made on the draft permit.
