Negative Declaration

Cortland County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Edwin Beard dba Homer Sand and Gravel will not have a significant adverse environmental impact. The action involves the proposal by the applicant to renew and modify an existing permit by expanding the permiited acreage from 2.4 acres to 10.8 acres. No other changes are proposed at this time. The project is located on East River Road, just east of Homer Crossing Road in the Town of Homer, New York.

Onondaga County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Sandy Hill Sand and Gravel Mine Expansion will not have a significant adverse environmental impact. The action involves the modification of the applicants current Mined Land Reclamation Permit to add 74.57 acres to their Life-of-Mine, for a total of 95.34 acres, by expanding their sand and gravel mining operation across the street from the existing permitted mine. Screening is proposed on site. Mining will not occur below the local water table. The project is located on the north side of Stump Road, between Foster and Kingston Road in the Town of Skaneateles, New York.
