Project Description: The action involves the construction of a 24 foot x 17 foot, one story, one bedroom single family dwelling to be served by a new on-site well water supply and a new individual, raised-mound on-site wastewater treatment system (OSWTS). This type of system is categorized as an "alternative system" under NYS Department of Health regulations. The dwelling would be 6 feet from the wetland and 8 feet from a stream. The OSWTS would be 25 feet from the wetland and 78 feet from an existing well water supply on an adjoining residential property. A shoreline setback variance is required for the OSWTS which would be located 36 feet from the stream. A portion of the project site is identified as a public right-of-way providing access to Otter Lake to other subdivision lot owners. The proposed development would encroach on the right-of-way.
